Enable Windows CI for all projects which have Windows binaries being produced...

Enable Windows CI for all projects which have Windows binaries being produced by the Binary Factory.
Where CI coverage was previously not enabled for the project at all this will also have the effect of enabling Linux and FreeBSD CI coverage.

Specifically this covers various KDE Education projects, Kolourpaint, Peruse, RKWard and Ruqola
