Make it mostly work

* Send delayed reply when we aren't subscribed yet in GetLayout
* Show keyboard shortcuts (crude)
* Add some icons for known actions (even more crude)
* Support GTK actions stuff, including action enabled/visible/checkable
* Action invocation
