make sure a11y gets enabled in in Qt

short of setting QT_LINUX_ACCESSIBILITY_ALWAYS_ON this should pretty much
be the sledgehammer approach

(on the CI for some reason it doesn't want to enable a11y unless we
 explicitly set the bus values)
