Port the "Switch Desktop" containment action to libtaskmanager

Summary:
This:
* Makes it work on Wayland.
  Depends on D13745.
* Cleans up includes and linkage.
* Fixes some pre-existing bugs like cached actions not updating
  to changed desktop names.
