Fix logging category

When kuserfeedback was prepared for inclusion with KF6 [1], the export
id was changed for the ecm_qt_install_logging_categories() call, but
not for ecm_qt_declare_logging_category().
Change the ecm_qt_install_logging_categories one back since other
frameworks seem to prefer the KF6-prefix-less version.
