Add plasma/kcms/systemsettings_qwidgets for legacy KCMs

Those should get ported from KServiceTypeTrader too, but should not show up in plasma-mobile.

In Plasma 6 it should be removed, but we don't want to be forced to keep using deprecated API
in the providers.
