Add QT_MIN_VERSION and KF5_MIN_VERSION like everywhere else

- Drop REQUIRED_QT_VERSION that was used but not anywhere set
- Chose KF5_MIN_VERSION=5.9.0 only for the reason it was first aligned w/ KF5
