Raise the maximum allowed UID to 60513 

Users managed by systemd-homed.service have UIDs from 60001 to 60513.
This change raises the maximum allowed UID in SDDM-KCM GUI from 60000 to
60513 to accommodate systemd-homed.service UID range.
