ScrollBar: Fix active control state after mouse release

Active control needed to be refreshed after mouse button release, so
that subsequent press without move (positionChanged) could e.g. reverse
direction of "one page at a time" scrolling, or just highlight the knob
if the cursor ended up on top of it.
