Use KConfigXT i.e. PowerDevil::ProfileSettings in daemon actions and core

Action::loadAction() now receives a ProfileSettings instead of
a KConfigGroup. It will now check by itself whether or not
the action should be enabled, based on action-specific settings.
So its boolean return value is actually used now for this purpose.

PowerDevil::Core adapts to this change.
