kcm_formats: port to QML

- Use the KConfigXT
- Rewrite user interface to QML
- Enable it on mobile formfactor

There are some small functional changes,

- use detailed option are deprecated
- the locale list is no longer sorted, use filter instead
- examples are no longer grouped
- collate and sorting example is added
