panelview: Adjust exclusive zone by correct margin

The exclusive zone needs to be adjusted by the margin on our
exclusive edge. Since we no longer set margins on non-exclusive
edges this made windows resize behind the panel. This was always
technically suspect but worked because in Breeze all floating paddings
have the same size.
