Configuration option to disable plasmoids is back

welcome back the extra items systray configuration:
each sub plasmoid can be separately enabled or disabled,
so that the user doesn't have more plasmoids
in the systray than they want
there is almost feature parity, still missing
the force of a task to be "hidden", "auto", "visible"
