Revert "[applets/batterymonitor] PowerManagement: Fix layout height without inhibitions" 

This reverts commit 354f7da8.

Somehow it prevents inhibitions from being visible in the UI. Since the
reason is not yet understood, let's revert for now to prevent releasing
a regression while we investigate.

    Now that I think about it, I can explain this bug, and it's so stupid — I'm literally cringing. I mean, how can there be any visibleChildren if the whole layout item is not visible in the first place?

    Aha, because visible propagates down.
