[kcms/icons] Remove unnecesary NewStuff dialog loader

On commit a91ac426 this loader was replaced by a NewStuff action.
Commit 78d9995f added it back inadvertently due probably to
`git rebase` getting confused.

Not a big deal since it's a loader that doesn't get called or
activated anywhere so it can be safely removed again.
