PanelView: also restore previous window when status changes to `ActiveStatus`

Test case:
1. Press Meta (or other shortcuts) to open Kickoff
2. Press Esc, and now the panel status is ActiveStatus
3. Switch to another window
4. Press Meta key twice

Before this change, focus is returned to the previous window. After this
change, focus is returned to the current window.
