[applets/batterymonitor] BatteryItem: Yeet the tooltip

It remained always hidden ever since
df2469e7, and there were no plans to
revive it anyway. I did some cleanup and layout refactoring before
dropping it though, just in case, so this removed code pretty much
worked and looked good.
