kcms/regionandlanguage: Improve exampleutility.cpp

1. Don't try to call `nl_langinfo` if we failed to set locale.
2. Use `uiLanguages` instead of `bcp47Name` to get the list of languages used by ki18n.
3. Increase the strictness of finding metadata files.
