Revert "cuttlefish: Clean up IconModel, prevent creation of an empty category"

That commit broke the app's ability to display a bunch of icons. This
regression has not been fixed since then, so I'm reverting the commit
that caused it to make sure it doesn't stick around forever.

This reverts commit 7436da18.
