kcms: Import mobile network kcms 

plasma-nm currently has the mobile network KCMs, but requires having a build flag in order to have them installed. This then requires distros to have multiple versions of the plasma-nm package. I think it makes sense to move them here so that packaging and development is easier.

    This breaks the world because there's suddenly two packages that want to install files named kcm_mobile_wifi.`mo

    Is the plan remove this from plasma-nm? Because it is clearly a good idea to have duplicated code anyway (exluding the problems with installing the same files)

    Yes, the plan was to remove it from plasma-nm. It seems I forgot to press the merge button for the MR to do so: plasma-nm!235 (merged), thanks for the catch
