extend kio with portal-based open-with implementation 

this uses our (plasma) open-with implementation in place of KIO's
somewhat dated open-with implementation.

presently this is driven by our xdg-desktop-portal, but the longer term
plan is to move open-with here and have the portal defer to KIO's
open-with UI instead of implementing its own.
