Use libphonenumber to normalize numbers

KContacts does not take the country code into consideration when
normalizing numbers. Therefore it does not consider +49123456 and
0123456 to be the same number, even if they are if you assume you are in
	Germany.

Libphonenumber does this correctly if you pass an assumed country, which
we determine based on the locale.
