desktoppackage/ActivitySwitcher: Port to new API

The previous KCM exposed a QML plugin (ActivitySettings) with
some common actions for activities. We can access the required
functionallity in a different way:

- Knowing if authorized: Use KConfig/KAuthorize
- Configure: Launch activity KCM with arguments
- Delete: Provide the method in the SwitcherBackend plugin
