shellcontainmentconfiguration: Hide "deleted" panels

In the containment config ui, hide the panels that have been deleted
and are just waiting for either confirmation or undo. having a panel
present in the thumbnail that is not present on screen anymore is
pretty confusing, making it look the delete context menu doesn't work.
