deduplicate devicesmodel of tablet and touchscreen kcm

this introduces a new, purely internal, static helper library
'kwindevices' that contains a shared implementation of the devicesmodel
along with a merged inputdevice to be shared by both kcms (and
potentially future enumeration needs in the keyboard kcm)
