desktoppackage: remove duplicate usage of `Kirigami.ScrollablePage` 

AboutPlugin is loaded as a component in `ConfigurationAppletPage`, and
the page is already a `ScrollablePage`. There is no need to use
ScrollablePage again in AboutPlugin.
