Allow dragging toolbar to move panel and add explanatory label

This allows users to drag the panel edit mode's toolbar instead of
having to click a small button, making the interaction easier toperform
and more discoverable. It's also consistent with how titlebars/toolbars
behave when dragging an empty space.
