Panel: Add "Add Widgets…" button to empty panels and fix some things

- Add "Add widgets..." to empty panels too
- Fix drag and dropping widgets in panel breaking due to TM changes
- Fix broken panel sizing when fit-content
- Fix margin separator never shrinking
