Reparse the key repeat rate config when we try to load it. 

Right now due to the fact that it is a shared config, we may load the
old value from memory.

    What about backporting this to the 5.18 LTS branch (and 5.20 too which will get another bugfix release)? It was a regression in 5.18.0 after all.
