ComponentChooser: Fix OverlaySheet glitches

Reparenting it to global Overlay parent fixes weird scrolling and
partial dimming of QtQuick scene. Special modal dimmer, copied from
Flatpak KCM, fixes appearance of a popup in KCM shell.
