Add a minimumTileLevel parameter for dgml files, defaults to 0

Map themes are supposed to provides tile levels in the range of
[0, ..., maximumTileLevel]
or [0, minimumTileLevel, ..., maximumTileLevel]
This way it is is possible to have a gap in the supported tile levels
