Basic O5M writer

- produces identical files to osmconvert when only looking at nodes and changing
  Marble's internal tag representation to keep the order of tags
- bounds and version information not implemented yet
- basic support for ways and relations, but still differences to osmconvert.
  Needs further changes in OSM parsing in Marble
