Keep support points at tile borders + tagged nodes, fix mx:bp extraction

- Make Douglas Peucker aware of nodes at tile boundaries and nodes with
  osm tags and keep them in any case
- Extract tile border points (mx:bp tag) only after Douglas Peucker was
  run to ensure indices are fixed
