Regression fix: Adding street outlines for the vector osm

map theme resulted in all polylines with solid pens not
being drawn (e.g. the borders and rivers in the atlas and plain
map theme).

This patch introduces a cosmeticOutline property in the
LineStyle to properly determine outline polyline drawing
and to fix this regression.
