Insert a tag with a list of clip point indices (points on tile border)

E.g. mx:bp=3+1;12+2 means that indices 3,4,12,13,14 are points on the
tile border. Indices wrap around the rings length, e.g. mx:bp=4+2 means
that indices 4,5,0 of a ring of size 6 are border points.
