Ensure the Plasma theme is used in KSvg and plasma components

When a Plasma::Theme instance exists, KSvg will use the current plasma
theme. The plasma components need this in order to work.
now when plasmacore is imported will ensure a theme instance exists (one
per engine) and by importing plasmacore from any control will ensure the
plasma theme is always used
