PlaceholderMessage: add types

This commit adds types to the PlaceholderMessage component:
* Actionable: makes it more readable and attention-getting, enabled by default
when an action is available, useful when the user is expected to interact with
the message.
* Informational: makes it less prominent, useful when the message in only
informational.
