Introduce PLASMA_NO_CONTEXTPROPERTIES to disable Plasma QML context properties

As far as understood, using context properties is considered problematic
in QML for performance and language design reasons.
This environment variable allows us to run our systems without them to
detect the problems that may arise if we ever stop setting these context
properties in Plasma 6.
