kcms: Port away from SwipeListItem to ItemDelegate

Let's port the remaining uses to the upstream simpler alternative
`ItemDelegate`, which provides a consistent styling and fixes some
issues such as the background and highlighting.

This affects the rules, efects and virtual desktops KCMs.
