[kcmkwin/kwinrules] Port OverlaySheet headers to use title: property

This was added to Kirigami in
frameworks/kirigami!314
and simplifies and standardizes the creation of simple text-based
headers in OverlaySheet. This commit ports the KWin Rules KCM to
use it.
