Default RollOverDesktops (AKA "navigation wraps around") to false
Having RollOverDesktops false is more intuitive and "natural" for new users, who may be disoriented by virtual desktop navigation wrapping around (especially for small numbers of virtual desktops) and not find the setting to change it very easily.

As of Plasma 5.26.0 the check box for "Navigation wraps around" no longer functions. It is disabled regardless of the state of the check box. Looking at this commit my first suspicion is that the case of the "name" in the "entry" tag changed case.

I can't reproduce that issue. Can you submit a detailed bug report at https://bugs.kde.org/enter_bug.cgi?product=systemsettings&component=kcm_kwinvirtualdesktops, ideally with a screen recording that shows the issue? Thanks!

I had too many other issues and ended up doing a clean install, went from Tumbleweed to Leap to avoid kernel 6 for now. I wouldn't spend a ton of time on it unless someone else has the same issue.
To replicate my config it is a 4K monitor, 12 virtual desktops arranged 4x3, Meta + arrow keys to change desktops (up/down/left/right). It did not wrap from desktop 1 to 4 with Meta+left, 4 to 1 Meta+right, 1 to 9 with Meta+up, 4 to 12 with Meta+up... Basically any boundary in the pager would keep my keybinds from working. Also, the mousewheel would not go from 1 to 12 or 12 to 1. The pager layout defined the stopping point. At some point in time I had "Layout: Pager" for the desktop grid selected, but I do not see that option (currently Plasma 5.24.4). Everything began working again, including a previous issue with desktop grid where the "present windows" effect was applied to all desktops when expanding the grid. I was not able to figure out how to disable that.
