drm: Make hardware rotation opt-in 

The current implementation sometimes will leave the screens unusable,
therefore KWIN_DRM_SW_ROTATIONS_ONLY=1 is default.
Use KWIN_DRM_SW_ROTATIONS_ONLY=0 to test hardware DRM operations.
