build: Pass the version to project()

Lets cmake know about the version and allows to automatically add
new versions to bugzilla.

This needs cmake >= 3.0, but I see no reason to not require 3.16.

Also remove duplicate include(FeatureSummary) invocation and move
cmake_minimum_required to the top.
