cmake: fix the URLs for the external projects

The redirectors basedo on the long-gone projects.kde.org site
were incorrectly used:
- the full URL is required;
- libkpeople is really kpeople.
Moreover, projects.kde.org should not be used anymore.
Also, fully switch to https.
