build: Pass the version to project()

Lets cmake know about the version and allows to automatically add
new versions to bugzilla.

Also raise the cmake requirement to 3.16 for symmetry with other
ktp-* components and to avoid a warning with recent KF5.

Furthermore port from ecm_configure_package_config_file to
cmake's configure_package_config_file.
