build: Pass the version to project()

Lets cmake know about the version and allows to automatically add
new versions to bugzilla.

This needs cmake >= 3.0, but I see no reason to not require 3.16.

Also not long include ECMPackageConfigHelpers, which isn't used, to
get rid of a warning that comes with the higher required version.
