Normalize QtQuick Imports

Always use:
 * QtQuick 2.9
 * QtQuick.Layouts 1.3
 * QtQuick.Components 2.2

There is a new script to check whether the rules are followed or not.
This script also checks a few more rules which are not yet met entirely.
