+ Add weather handling in the scheduler.

+ Reset AutoFocus HFR value in capture module so that each autofocus operation will produce a suitable HFR value following the autofocus. The HFR value might differ slightly from target to target and the subsequent targets shouldn't soley depend on the results of the first
autofocus operation. However, this will not overide the HFR value in the Sequence file, if it exists, as it will be preferred to the autofocus procedure result.
+ Make sure constraints restrictions are respected at all times.
+ If two or more targets have identical start up times, prefer the one with higher altitude at the time of the observation.
