Improve DSS metadata writing / reading.

This change is actually backwards-compatible.

Changes:

1. Use the machine-readable string output of dms to avoid unicode
   symbols in the image metadata.

2. Include a "Calibrated" field that can be standard across images
   that have central RA/Dec and width/height, such as aribtrary
   plate-solved images.
