Include PipeWireEncodedStream

Allows getting compressed packets to feed apps that will need to forward
the encoded frames as packets.
This granted a bigger refactoring moving a bunch of code from PipeWireRecord
into a shared base class. I've also split PipeWireProduce into a separate
file to make the code a bit more bearable.
